Commercial Property Reoccupancy Ordinance Workshop Recap

As part of its strategic planning, the Citrus Heights City Council directed staff to address challenges tied to vacant commercial buildings. The Commercial Property Reoccupancy (CPR) Support Ordinance is intended to keep vacant sites safe and maintained, reduce deterioration, and encourage reinvestment. Its broader aim is to protect community safety, stabilize property values, and strengthen the local economy.

August 11, 2025 Workshop: The City hosted a public workshop on the proposed ordinance. Staff outlined strategies to prevent blight through proactive upkeep and collaboration with property owners. The discussion covered the registration process, maintenance standards, available exemptions, and the monitoring fee. The City also highlighted flexibility for buildings under renovation or transition, fee reimbursements when spaces are reoccupied, and a commitment to ongoing communication as the program develops.

Impact on Employees

• Tips Deduction: Certain tipped workers can deduct up to $25,000 in qualified tips (phases out at $150,000 AGI single / $300,000 married filing jointly). Employers remain eligible for the FICA Tip Credit.
• Overtime Deduction: Deduct up to $12,500 ($25,000 MFJ) in overtime pay, with the same AGI phaseouts as above.
• Child Tax Credit: Increased to $2,200 ($1,700 refundable).
• Dependent Care Credit: Increased to $1,500 single / $3,000 MFJ; 50% of costs covered for low-income households. Dependent care HSA limit increased to $7,500.
