How to Participate

The City welcomes your interest and involvement in the legislative process. The Council may take up any agenda item at any time, regardless of the order listed. If you wish to address the Council during the meeting, please fill out a Speaker Identification Sheet and give it to the City Clerk. When called, step to the podium and state your name for the record.

Speakers are normally limited to three (3) minutes each, with 30 minutes total for public comments. Any additional public comments may be heard at the conclusion of the agenda. The Mayor may lengthen or shorten times at their discretion.

Prefer to comment in writing? Submit by 4:00 p.m. on meeting day via the online Speaker Card: City Council Speaker Card. Written comments are limited to 250 words and will be read aloud by the City Clerk.

Any writings or documents provided to a majority of the City Council regarding an item on this agenda are available for public inspection during normal business hours at City Hall (6360 Fountain Square Drive).

10. Subject: Office of Traffic Safety (OTS) DUI/STEP Grant

Recommendation: Adopt Resolution No. 2025-___ approving Agreement for grant PT26018 with the California Office of Traffic Safety (OTS) and authorizing the City Manager (or designee) to execute the agreement.

11. Subject: Amendment No. 1 — Creek Erosion & Bridge Scour Protection Project

Recommendation: Adopt Resolution No. 2025-___ authorizing the City Manager to execute Amendment No. 1 to the Agreement for Professional Services with CWE.

12. Subject: Award — On-Call Pavement Preservation Program

Recommendation: Adopt Resolution No. 2025-___ authorizing the City Manager to execute an agreement with Pavement Aces for on-call pavement specialty services and to execute any extensions and/or non-substantive amendments consistent with signing authority.

13. Subject: Award — Arcade-Cripple Creek Trail (Sylvan to Stock Ranch) PSA

Recommendation: Adopt Resolution No. 2025-___ authorizing the City Manager to execute a Professional Services Agreement with Dokken Engineering.

14. Subject: Police Dept. Emergency Communications Center Remodel — Final Acceptance

Recommendation: Adopt Resolution No. 2025-___ accepting the project as complete and authorizing the General Services Director to record a Notice of Completion and release contract retention.

15. Subject: Sunrise Tomorrow — Preliminary Infrastructure Phasing (Service Agreement)

Recommendation: Adopt Resolution No. 2025-___ authorizing the City Manager to execute a Service Agreement not to exceed $178,000 for development of preliminary infrastructure phasing work.

18. Subject: Amendments to CHMC Ch. 18 (Buildings) & Ch. 38 (Fire)

Staff Report: C. Kempenaar / M. Huber / J. Cuffe
Recommendation: (a) Introduce for first reading an ordinance amending CHMC Chapter 18 and adopting by reference the 2025 California codes and local codes (Property Maintenance, Sign, Swimming Pool/Spa/Hot Tub, Moving Buildings) with findings; and
(b) Adopt a resolution expressing findings for adoption of local amendments to Title 24 (2025 Edition); and
(c) Introduce for first reading an ordinance amending CHMC Chapter 38 (Fire) adopting by reference the Sacramento Metropolitan Fire District ordinance and the 2025 California Fire Code.
