Police-led community holiday program

Help Citrus Heights Police Department brighten the holidays for local families. Donate, adopt a family, or submit a family in need.

Ways to participate:

  • Bring new, unwrapped toys to City Hall
  • Gift cards for teens and older kids
  • Nominate a family for support

Annual Tree Lighting — December 4

Kick off the season at City Hall with hot cocoa, train rides around the campus, holiday music, Santa’s Workshop, and the lighting of the tree.

Holiday Construction Moratorium

To ease traffic during the busy shopping season, the City will limit lane closures and construction on key corridors from November 21 through January 5.

This helps residents and visitors access local businesses safely and efficiently.

Self-serve sandbag station

Two self-serve sandbag stations are available at City Hall and C-Bar-C Park while supplies last.

A Message on Roads in Citrus Heights

Dear Citrus Heights Community,

When we invest in infrastructure, we invest in the future of Citrus Heights. These projects strengthen the foundation of our city, improve daily life for residents, and create a more welcoming environment for businesses.

Delivering on Our Pavement Promise
The City Council recently awarded the construction contract for the 2025 Pavement Strategy, part of our Three-Year Pavement Preservation Program. Before this program, the city resurfaced about 2 miles of roadway each year. Today, we are improving up to 52 miles annually. This dramatic expansion allows us to improve more streets in more neighborhoods, faster than ever before. In total, 125 roadways will be resurfaced this Fiscal Year, with updated striping and neighborhood safety improvements included.

Pavement Preservation

Multi-year program improving up to ~52 miles annually; 125 streets planned this year; new striping and targeted safety upgrades.

Sunrise Boulevard

Repaving from Madison to Greenback for a smoother ride, cleaner corridor aesthetics, and improved access to local businesses.

Auburn Blvd (Phase 2)

Utility undergrounding underway. Final corridor will be a modern, welcoming gateway—please support local businesses during construction.

Sunrise Boulevard Improvements
This year we delivered on a long-standing community request with the repaving of Sunrise Boulevard from Madison to Greenback. The project improves safety and drivability while also revitalizing one of our most important business corridors. A smoother, cleaner roadway supports local businesses and helps create a more inviting place to shop and dine.

Auburn Boulevard Complete Streets
Phase 2 of the Auburn Boulevard Complete Streets project is advancing on schedule. Utility undergrounding and corridor upgrades are underway, moving us closer to transforming this stretch into a modern, vibrant gateway into Citrus Heights. While construction continues, I encourage you to support the businesses along Auburn Boulevard by checking out the YouTube Shorts featuring these businesses on our channel, COCitrusHeights – YouTube, and by supporting all the fantastic local establishments in the corridor.

Leading with Purpose
Few cities dedicate local General Fund dollars directly to infrastructure. Citrus Heights has made the choice to do so, because investing in safe and reliable streets is an investment in the entire community. While we cannot address every road all at once, we are focused on making the most impactful improvements first, building momentum that benefits every neighborhood. Residents can follow progress and see when their street is scheduled for resurfacing on our interactive pavement map.

These projects are about more than asphalt and paint. They are about building a city we can all be proud of that is safe, connected, and vibrant. Together, we are shaping a stronger future for Citrus Heights.

Watch the 2025 State of the City Address

On November 6, Mayor Dr. Jayna Karpinski-Costa and City Manager Ashley Feeney delivered the 2025 State of the City address at City Hall, sharing updates that matter to Citrus Heights businesses. The presentation covered economic development projects, investments in public safety and infrastructure, and work underway to strengthen key commercial corridors citywide.

Business owners heard how the City is working to support a resilient workforce, encourage reinvestment, and create an environment where local enterprises can grow and succeed. The address also highlighted recent development momentum and upcoming efforts aimed at improving the customer, resident, and business experience throughout Citrus Heights.

Celebrating the 2025 Civic Heights Award Recipient

The City of Citrus Heights is proud to recognize Byers Gymnastics as the 2025 Business of Distinction – Civic Heights Award recipient. Residents submitted dozens of nominations and more than 300 votes, honoring businesses that reflect the community’s core values.

With more than 120 votes, Byers stood out as a familiar and trusted presence at City events. From Toddler Time to Parents’ Night Out and seasonal activities, their programs bring families together and contribute to community vitality.

The next quarterly category will highlight Legacy Businesses that have served Citrus Heights for more than twenty years, offering another opportunity to celebrate long-time contributors to the local economy.

The Citrus Heights Chamber recently celebrated Pinkberry and Nothing Bundt Cakes with welcoming ribbon cuttings. With both businesses located in the same center, stopping by makes it easy to support two new local favorites in one visit.

New City Open Data Portal

The City has launched an Open Data Portal to make key information easier to explore in one place. The portal provides access to datasets such as building permits, business licenses, zoning designations, and public works project information, giving business owners a clearer view of activity across Citrus Heights.

The resource is updated regularly and designed with a simple, map-driven interface, whether you are reviewing recent permits or looking at trends in different parts of the city.

Businesses are encouraged to explore the Open Data Portal as a reference point for understanding local development and City operations.


Roadway Improvements

Holiday Construction Moratorium: What Businesses Need to Know

The City will again implement its annual Holiday Construction Moratorium to support safe, reliable access to local businesses during the busiest shopping season of the year. The goal is to minimize traffic delays, reduce congestion, and keep major corridors moving smoothly for customers and employees.

Arterial Streets

  • Construction and utility work pauses on major commercial corridors from Friday, November 21 at 5:00 p.m. through Monday, January 5 at 8:00 a.m.
  • This includes Greenback Lane, Sunrise Boulevard, Auburn Boulevard, Madison Avenue, Sylvan Road, Fair Oaks Boulevard, San Juan Avenue, Old Auburn Road, Antelope Road, Dewey Drive, and Van Maren Lane.

Residential and Collector Streets

  • Construction and utility work pauses on all residential and collector streets from Friday, December 19 at 5:00 p.m. through Monday, January 5 at 8:00 a.m.

Only emergency work is allowed during these windows. For questions related to deliveries, access, or specific projects, contact the City’s General Services Department at (916) 727-4770.


Save the Date

Annual Tree Lighting – December 4

Citrus Heights will welcome the holiday season with the annual Tree Lighting on December 4 at City Hall, from 6:00 to 8:30 p.m. The free, family-friendly event brings neighbors and local businesses together to celebrate the season.

Guests can enjoy holiday sing-alongs, hot cocoa, cookies, a train ride around City Hall, and a special “Santa’s Workshop” experience for kids.

Businesses interested in supporting this community tradition in a visible way can email rcave@citrusheights.net to learn about sponsorship opportunities. Additional details will be posted on the City website.

Commercial Property Re-Occupancy Ordinance Workshop

The City Council has directed staff to address long-term vacant commercial properties through a proposed Commercial Property Re-Occupancy Ordinance, which would set basic standards of care and preventative maintenance to help keep corridors vibrant and well-maintained.

To gather feedback from property owners, tenants, and community partners, the City will host a second stakeholder workshop on December 3 at 3:00 p.m. at the Citrus Heights Event Center.
