The arrival of Spanish explorers in the late 18th century marked the beginning of significant changes for the region. The Spanish established missions and claimed large swaths of land across California, including what is now Sacramento County. However, the area that would become Citrus Heights remained largely undeveloped during this period.

In the early 19th century, the land was granted to Mexican citizens following Mexico’s independence from Spain in 1821. The Gold Rush also led to the displacement of many Native American communities, including the Maidu.
