As directed by the California Attorney General’s Office in their correspondence dated October 16, 2024 (attached), I am submitting a formal police report regarding suspected fraud, misrepresentation, and financial misconduct committed by the Board of Directors of the Edgewood Homeowners Association (HOA), located on Spyglass Lane in Citrus Heights.
This report outlines a pattern of serious financial misstatements, including falsified reserve disclosures and concealed budget shortfalls totaling over $450,000. The situation has placed undue financial risk on residents—many of whom are elderly, disabled, or on fixed incomes—and may involve violations of California law, including potential elder financial abuse and fiduciary misconduct.
The attached report includes evidence from reserve studies, financial disclosures, board communications, and public statements. These documents illustrate the extent of the mismanagement and demonstrate the basis for our concerns that criminal activity may have occurred.

This issue affects not only the residents within the HOA—many of whom are elderly, disabled, or on fixed incomes—but also the greater Citrus Heights community. The pattern of misrepresentation, non-disclosure of material financial obligations, and suppression of community oversight raises concerns about both public accountability and the potential for resident displacement or financial harm.
The attached police report includes details of:
- Misrepresented reserve fund disclosures totaling over $450,000
- Fictitious special assessments used to artificially inflate budget forecasts
- Attempts to intimidate residents through cease-and-desist letters for organizing a recall and speaking out

Dear District Attorney’s Office,
I am pleading for your attention and assistance with an ongoing situation in Citrus Heights that I believe rises to the level of criminal misconduct, elder financial abuse, and community endangerment.
Attached is a police report and legal documentation concerning the Edgewood Homeowners Association (HOA) on Spyglass Lane in Citrus Heights. The HOA Board has misrepresented more than $450,000 in reserve funding, instructing professionals to include fictitious, uncollected special assessments in financial disclosures provided to homeowners and prospective buyers. These falsehoods are now embedded in official HOA reports and resale documents.
The community is predominantly elderly, disabled, or living on fixed incomes. These vulnerable homeowners have been systematically misled about their financial obligations, property condition, and voting decisions — creating conditions that may constitute criminal fraud (PC § 484), filing false instruments (PC § 115), conspiracy (PC § 182), and elder financial abuse (WIC § 15610.30).
In addition to the financial misconduct, the Board has failed to properly maintain the property, creating hazardous landscaping overgrowth and operating a defective electronic security system that emits radio frequency interference (RFI). This interference is impacting Wi-Fi reliability and radio-based safety systems in adjacent residential areas — and potentially compromising public safety and life-critical medical devices.
The situation is deteriorating, and residents are afraid to speak out. When we organized a recall effort, the HOA responded with legal threats and cease-and-desist letters, consistent with SLAPP-like behavior meant to silence public participation.
I urge your office to review the attached documentation and consider initiating an investigation into the HOA’s actions. The damage extends beyond Edgewood — it affects adjacent neighborhoods, local infrastructure, and the safety of some of the most vulnerable people in our community.

As REACH exists to represent and elevate neighborhood voices, I believe this situation falls squarely within your mission of supporting transparency, accountability, and quality of life for our residents.
Attached, you’ll find the expanded police report I submitted to the Citrus Heights Police Department, along with legal addenda that outline potential violations of California criminal statutes, including fraud, filing false financial disclosures, and possible elder financial abuse.
The Edgewood Homeowners Association (HOA) Board has knowingly misrepresented reserve funding by hundreds of thousands of dollars by fabricating special assessments that were never collected — yet shown in financial statements and disclosure packages as if they had been. These misrepresentations have misled residents, delayed critical maintenance, and impacted home sales.
Our community includes many elderly, disabled, and low-income residents who are increasingly vulnerable to the consequences of this mismanagement. When residents organized and requested change, they were met with legal threats and intimidation.
As a REACH Board tasked with protecting community interests, I respectfully ask that you review this information, remain informed of the issues affecting Edgewood, and assist in any way appropriate to encourage civic accountability and community protection.

Police Report: Suspected HOA Fraud and Financial Mismanagement

Subject: Suspected Fraud and Deliberate Financial Mismanagement by Edgewood Homeowners Association Board
I am formally requesting that the Citrus Heights Police Department investigate serious and ongoing financial mismanagement, misrepresentation, and potential fraud by the Board of Directors of the Edgewood Homeowners Association (Edgewood HOA), located at Spyglass Lane, Citrus Heights, CA 95610.
This community includes 108 homes, many of which are occupied by elderly, disabled, or low-income residents—including my father, who owns one of the units. I serve as a community advocate on behalf of those affected by the Board’s mismanagement.
In July 2024, the HOA Board claimed that the Association’s reserves were 55% funded. However, the 2024/2025 Reserve Study conducted by the Browning Reserve Group indicates the true funded level was closer to 8%—a shortfall of over $450,000. Despite being informed of the discrepancy, the Board continued to present false financial statements to the community.
Public records confirm the reserve fund held only $158,380 as of March 31, 2024. Despite this, the Board-approved financial forecast claimed a balance of $606,149, which was based on fictitious future special assessments of $4,167 per unit—assessments that have never been approved, disclosed, or collected.
The HOA Board instructed the reserve study firm and its accounting vendor to include these fictional assessments in the budget, without informing the membership. This constitutes a material misrepresentation of the Association’s financial health.
The financial risk is significant. Even with increased dues of $474/month beginning in 2025, the reserve fund is projected to collapse into deficit by 2026/27, with negative balances exceeding $366,000 by 2028/29. Urgent capital repairs are scheduled (including roofing, asphalt, drainage, and structural systems), yet the Association lacks the funds to cover them.
The Board has failed to notify residents of these deficits. Instead, they have suppressed dissent by issuing cease-and-desist letters through legal counsel to those organizing recall efforts or public websites, including www.birdcageheights.com. These threats appear to be SLAPP tactics—Strategic Lawsuits Against Public Participation—intended to silence public oversight.
These actions represent a failure of fiduciary duty, and potentially violate California elder financial abuse statutes. Many of the affected homeowners are especially vulnerable due to age and income. They are now at risk of losing access to needed repairs or being burdened by unexpected special assessments.
We believe the following criminal statutes may be implicated: misappropriation of funds, falsification of public documents, failure to disclose material financial obligations, and elder financial abuse.
